Euna Solutions has integrated the Solicitation Advisor feature into its Euna Procurement platform. This tool leverages artificial intelligence to analyze draft requests for proposals (RFPs) and offers recommendations for improvement before publication. Introduced on April 29, Solicitation Advisor is designed to identify ambiguities, conflicting criteria, and inconsistencies between the requirements of local government agencies and the information they request from suppliers.
The Solicitation Advisor aims to reduce the time and administrative burden involved in procurement by detecting issues during the draft preparation stage, rather than after publication. This helps suppliers better understand requirements and supports a more competitive procurement process.
The adoption of artificial intelligence in government continues to grow: according to a Gallup survey, 21% of public sector employees use AI several times a week. The main goal of implementing AI for local government staff is to improve work efficiency. Research by Euna Solutions shows that improving procurement timelines and effectiveness is becoming a priority for many cities. For example, last year Dallas integrated AI into its procurement process.
According to Euna Solutions and the National Cooperative Procurement Partners, preparing a single RFP in 2024 takes an average of about 90 hours. Despite this investment of time, 62% of government agencies receive only two to five responses per RFP on average, according to the 2025 State of Public Procurement Report.
Solicitation Advisor differs from the company’s previous solutions, which used AI to speed up the creation of RFP drafts. The new tool focuses on improving the quality of requests before they are published, providing intelligent analysis, recommendations, and expert evaluation across various categories.
