The government of the autonomous community of Aragon in Spain has approved the construction of a large battery manufacturing plant in Figueruelas. This project, a joint venture between Stellantis and CATL, has received final approval, allowing work to begin under the name TORO.
The TORO project has been granted PIGA status, recognizing its significant public importance for the region. The plant is considered a strategic asset for Aragon, positioning the region as a leading center for the European automotive industry. The investment in construction is estimated at 4.1 billion euros.
The project is being carried out by Contemporary Star Energy (CSE), a joint venture established by Stellantis and CATL. Stellantis is one of the world’s largest automakers, producing vehicles under 14 brands, including Peugeot, Opel, and Jeep. CATL is a Chinese company specializing in the production of batteries for electric vehicles.
After obtaining all necessary permits, CSE is moving forward with full-scale construction. Currently, work is underway to renovate existing buildings and construct new production facilities. Around 500 employees from CSE, Stellantis, CATL, and partner organizations are already involved in the project.
Once the plant reaches full capacity, it is expected to create approximately 4,000 jobs. The facility will cover 890,000 square meters, with an annual production capacity of 50 gigawatt-hours of batteries. This output will be sufficient to equip about one million Opel Corsa electric vehicles each year. The launch of the first production lines is scheduled for the early months of 2027.
